Shri Sunilkumar Singh.
Union Minister of State for Housing
& Urban Poverty Alleviation,
Government of India,
New Delhi. |
25th April,2007 |
| Dear Sir, |
1. Between 1920 and 1940 massive investment was done mostly by middle class persons, out of their hard earned savings, in the Housing sector. LVth the result, that by 1940 plentiful accommodation was created and it was quite common to see in the early 1940's, boards displaying "to be let". The available accommodation -.-,tas il: SL;4ius- This was achieved entirely by the private sector, without any Government subsidy or hel p.
Bombay Rent Act, 1947 Freezing of Rents thereunder has played havoc and ruined Mumbai |
| 2.
The Association is confident that if Government formulates proper and liberal policies encouraging the private sector and the owners of the properties containing old building, slums etc it would lead to speedy reconstruction and redevelopment of all the properties including the old buildings and slums more or less and Mumbai would be free from old buildings, chawls and slums in a period of next 10 to 15 years AND end the acute shortage of Housing and providing sufficient rental Housing. |
| 3. Government should concentrate on development and redevelopment schemes on Government lands only for creating of large housing stock for economically weaker sections (EWS), Low Income Group (LIG) etc.
| 4. Government agencies should act as facilitator for speedy development and redevelopment of private properties by owners of the property / private sectors for creating of large housing stock in cities of Maharashtra. The Public Private Partnership should be limited only to Government lands which are in possession of Government. We strongly object for Public Private Partnership to be done on the Private owners properties. |
| 5. Government should concentrate and take effective steps for upgrading infrastructure facilities like power supply, water supply, drainage system, sewerage system, roads, bridges, different modes of transport etc. |
