11. SUGGESTIONS REGARDING MUNICIPAL TAXES.
It is suggested that where-ever there are "frozen rents", the "rateable value"
system may continue and where-ever there are "market rents", the rate of
Municipal taxes should be between 1 to 5% of the market rent and unit rate per
square per month be adopted instead of Capital Value System.
|
|
|
|
12. SUGGESTIONS REGARDING STAMP DUTY ACT: Stamp duty on
conveyance should be further reduced from 5% to 3%. AND for creating Tenancy
between the landlord and the new tenant the Stamp duty was charged vide Article
36 of Schedule 1 of Bombay Stamp Act, i.e. 5% of 120 months' Rent and the same
should be restored.
If proper policy and incentives are given by the government to the
owners of the properties, the houses can be made available at affordable prices
and the premises also would be available on rental basis and all the properties
containing crawls / old buildings and slums would be re-developed in a period of
10 to 15 years or so and cities would be free from old buildings /chawls and
slums.
